WHEREAS it is expedient to regulate and define the Preamble, manner of voting for the election of members of Mining Boards under the provisions of the Sixth Section of Ordinance No. 10 of 1874: Be it enacted by the Lieutenant-Governor of the Province of Griqualand West, with the advice and consent of the Legislative Council thereof, as follows: part repealed. I. Anything contained in Ordinance No. 10 of 1874 Ordinance 10 in which may be repugnant to or inconsistent with the provisions of this Ordinance, is hereby rescinded and repealed. case of vacan II. At the election of Mining Boards each registered Voting & voters claimholder who, under the provisions of the first clause of cies in Board. the sixth section of Ordinance No. 10 of 1874, may be entitled to one vote, shall be deemed to be entitled to register one vote in respect of each vacancy on any Mining Board: provided, however, that such registered claimholder so entitled to one vote in respect of each vacancy as aforesaid shall in no case be entitled to give more than one vote for any one candidate for each vacancy. III. Each registered claimholder who, under the provisions of the said first clause of the sixth section of the said Ordinance No. 10 of 1874, may be entitled to two votes, shall be deemed to be entitled to register two votes in respect of each vacancy as aforesaid, provided always that no such voter shall be entitled to register more than two votes for any one candidate for each vacancy. IV. Each registered claimholder who, under the aforesaid provisions, may be entitled to three votes, shall be deemed to be entitled to register three votes in respect of each vacancy as aforesaid: Provided always that no such registered claimholder shall be entitled to register more than three votes for any one candidate for each vacancy; and provided further No. 14-1874. that it shall be at the option of all registered claimholders so voting as aforesaid to register votes either in respect of all vacancies, or for any less number of candidates than the number of vacancies at any such election as aforesaid. fromulgation. Ordinance to authorize the Raising upon Loan of a Sum not exceeding £25,000. WHEREAS it is estimated that by a loan not exceeding £25,000 certain charges for public works and other purposes in this Province will be sufficiently provided for: Be it enacted by the Lieutenant-Governor of the Province of Griqualand West, with the advice and consent of the Legislative Council thereof, as follows: I. It shall be lawful for the Governor of the Province of Griqualand West to borrow and take up, by debentures to be issued either in the said Province or in the Colony of the Cape of Good Hope, upon the best and most favourable terms that can be obtained, any sum or sums of money not exceeding in the whole a principal sum of £25,000. II. All sums borrowed under the authority of this Ordinance shall, together with the interest to accrue due thereon, be charged upon and made payable out of the general revenue of this Province, and shall be redeemable on the 30th day of June, 1880. III. An account showing the amount of all moneys borrowed under this Act and the expenditure thereof, or of so much thereof as shall have been expended, vouched by the Auditor of this Province shall be laid before the Legislative Council within fourteen days after the commencement of the next ensuing session thereof. Ordinance to empower the Governor of Griqualand West to do all such things as may be necessary to procure the extension of the operation of Act No. 16 of 1873, of the Colony of the Cape of Good Hope to the Province of Griqualand West, and also to regulate the admission of Barristers, Attorneys, Notaries, and Land Surveyors to practise in the said Province. WHE THEREAS it is expedient that the Governor of the Province of Griqualand West should be empowered to do all such things as may be necessary to procure the extension to the said Province of the benefits of a certain Act of the Parliament of the Colony of the Cape of Good Hope, No. 16 of 1873, entitled an Act to establish and incorporate an University at the Cape of Good Hope: and whereas it is also expedient to make better provision for the admission of barristers and of attorneys of the High Court of Griqualand, (1).
