The work of administering the Navy rests with the Lords Commissioners of the Admiralty, and is conducted by means of Board Meetings, over which the First Lord presides. All matters of importance are thus thoroughly discussed, and the First Lord secures the full benefit of the advice and professional knowledge of his Naval colleagues in determining the disposition of the various Fleets, the ships to be built, the manning of the Fleet, the Estimates for the year, and the more important questions of general Naval policy. Each of the Ñaval Lords is individually responsible to the First Lord for the management of a section of routine business; thus, the First, Second, and Third Naval Lords deal with the selection and appointment of officers to ships, and the discipline of the service generally. The Controller/ deals with the building and repairing of ships and the management of dockyards. The Civil Lord is responsible for matters affecting the clerical and civilian staffs of the Civil Establishments, and he also deals with Naval works and buildings. WHAT THE NAVY COSTS. The Naval Estimates for 1901-2 amount to no less than £30,878,500, an increase of £2,083,600 over those of the previous year.
