233. oldal - Education, therefore, is one of those things which it is admissible in principle that a government should provide for the people. The case is one to which the reasons of the non-interference principle do not necessarily or universally extend.* With regard to elementary education, the exception to ordinary rules may, I conceive, justifiably be carried still further.
