THE MONSOON.-Another violent burst of the monsoon has taken place. The rain on Monday was frequent and heavy, but during the whole of yesterday morning, and particularly prior to eleven o'clock, it fell continuously in a deluge. There was likewise a very heavy squall in the afternoon, accompanied by much loud thunder. To all appearance, we shall have a plentiful monsoon, for the largest tanks are now nearly full, and the country every where flooded, so far as our accounts reach. The weather. wise natives assert, that there will in all likelihood happen a severe storm, at the next change of the moon, on the 8th inst. We do

not place much faith in their prognostications, but the weather is sufficiently unsettled to render such an event far from impropoble. It may be noticed, that the rain fell chiefly, yesterday, from the north-west and west.-Spectator, Nov. 3.

THE CASE OF COL. ARMSTRONG.-It is said that Colonel Armstrong has received a favourable reply to his Memorial to the Court of Directors, and that he is to retain the town-majorship, on the arrival of the new Governor, the appointment having been made a fixed one by the Court.-United Service Gazette, Nov. 5. MAJOR MACKAY.-Major A. W. Mackay, H.M.'s 21st Foot, staff officer and deputy paymaster, Poonamallee, has sent in his resignation, and applied for leave to precede his regiment to Europe.-Athenæum, Nov. 13.

MOFUSSIL.

OOCTACAMUND, Nov. 6.-Gaieties.-Little in this way goes on here; but the monotony of our continued dulness was very agreeably relieved on Wednesday evening last by a very pleasant and charming party at the club-a ball and supper got up by subscription amongst the sojourners, which was numerously attended. To enumerate all who were present would be no easy task; it would be much easier to say who were not present. The arrangements were excellent, and the attendance, &c. all that could be wished. Every one seemed pleased and happy, and all went off as merry as a marriage bell.

Visitors.-There are not so many visitors now on the hills as there were about this time last year; still they are numerous. Arrivals.-Amongst the recent arrivals here, are Major Gosling; G. F. Fullerton, Esq. c.s.; Lieut. Stoll, 2nd E.L.I.; Lieut. Strettell, Bombay army, and Mrs. Freer.

Departures.-Major Millar, 43rd regt. N.I.; Mr. Asst. Surgeon M'Donald, H.M.'s 25th regt., and lady; Lieut. Hill, ergineers, and lady; Asst. Surgeon Holmes.-Athenæum, Nov. 13. VIZAGAPATAM, Nov. 5.-Civil.-P. B. Smollett, Esq., together with his establishment, left this for Vizianagrum on the 31st ultimo, where the cutcherry is likely to remain for some time. A. S. Matheson, Esq., principal assistant to the collector, returned on the 1st instant from Masulipatam, whither he had proceeded some time ago to officiate as collector, and assumed charge of his .office.

Nov. 5.-In consequence of the demise of Colonel (MajorGeneral) John Ogilvie, of the infantry, the following addition to the list of officers entitled to off-reckonings is authorized :

Lieut. Col. Commandant Thomas George Newell, to half a share from the Off-Reckoning Fund, from the 21st Sept., 1847. Nov. 9.-In consequence of the demise of Colonel (LieutenantGeneral) Sir John Doveton, G. C. THE INDUS.-Very little hope is, we believe, now entertained of saving any considerable portion of the Indus steamer. She went ashore just as the spring tides were rising, and when the heavy spring of the 24th occurred, she was unable to take advantage of it, and suffered in proportion to her helplessness. Supported at one point only, she first began to rend in two below the gunwales as she worked up and down with the sea, and ultimately slipped off the rock and sunk in comparatively deep water. Before this, casks, &c. had been provided, but all too late, to float her off. Her boilers perhaps may yet be recovered little more can be looked for.-Times, Nov. 3.

MAJOR MORSE.-Major-General J. Morse quitted the shores of India yesterday evening, under a salute of thirteen guns from the battery, after a service of forty-three years in the East. He attained his present rank in June 1838, and during the last five years of his service commanded the southern division of the Bombay army. He held the post of commander of the forces from the time of Sir T. McMahon's retirement to the arrival of Sir W. Cotton, and was highly and most justly complimented by Government on his retirement from the service in September last. Long may he live to enjoy in his native country the rewards of an honourable and protracted period of service.-Ibid.

RETURN OF COL. DOUGLAS.-We believe Colonel Douglas, of H.M.'s 78th, presently commanding the garrison of Bombay, returns to England by the steamer of the 1st January, and that Colonel Derinzy, of H M.'s 86th, an old Peninsular officer succeeds him in the local command.-Ibid. Nov. 13.

DR. ARBUCKLE.-Dr. Arbuckle, late civil surgeon at Dhar war, has arrived at the presidency and taken charge of the Lunatic Asylum, on the retirement of Dr. Grierson, appointed to a regiment. On his leaving his former station, Dr. Arbuckle was presented with a service of plate, value Rs. 3,000, from his friends; that is, from all the residents at the station.-Ibid.

MOFUSSIL.

BELGAUM.-Arrivals, Oct. 28th.—The Rev. Dr. Stevenson, senior chaplain of the Scotch Kirk at Bombay, had reached the station, as had also Superintending Surgeon Tawse, and entered on the duties of their offices.

Civil Movements.-Mr. Inverarity, the acting collector, was preparing for his deputation tour into his districts. It was reported that he was to succeed Mr. Shaw as collector of Dharwar, Mr. Bettington taking his place at Belgaum, till the return of Mr. Reeves from the Cape.

Military Items.-A detachment of about thirty-six invalids from H.M.'s 78th Highlanders, and five sick artillerymen, left Belgaum on the morning of the 28th, for Bombay, under command of Capt. Caldwell and Lieut. Mc Andrew, of the former corps. Dr. McKinnon, of the Highlanders, was in medical charge. Lieut. Gordon had succeeded to the adjutancy of the 78th, consequent on the promotion of Lieut. Caldwell to his captaincy, on the resignation of the service by Col. Forbes.-Times, Oct. 3.

The Commander-in-Chief has been pleased to establish the following rules relative to the appointment of medical officers to the permanent charge of corps, and to direct their publication in general orders for the information of the medical branch of the service.

3. Any medical officer in charge of a corps, proceeding on

leave, whether on his private affairs or on medical certificate (beyond the limits of the presidency, for any period exceeding six months), shall be held to have vacated his charge from the date of the G. G. O. granting him leave.

4. In like manner, when any medical officer in charge of a corps may be permanently appointed to a civil or other charge by Government, his regimental charge shall be held to be vacated from the date of the G. G. O. announcing his appointment.

5. Vacancies occurring in the corps enumerated in rules, will be kept open for the period of one month, in order to afford time for the receipt at the Medical Board office of applications from the most distant out-stations. The Board to forward all applications as soon as practicable after receipt, and to report the date of expiry of the period above specified to the Adjutant-General, after which no new application will be entertained.

6. Medical officers absent beyond the limits of the presidency, on leave for any period exceeding six months, whether on medical certificate or on private affairs, will be held ineligible for appointment to any medical charge.

7. Medical officers will be held entitled to be nominated to the permanent charge of corps enumerated in Rule 2, in the order of seniority of rank, and priority of dates of commission.

8. On occasion of any medical officer returning from leave beyond presidency limits, and being entitled, under Rule 7, to the permanent charge of a corps, should there be no corps vacant on the date of his arrival at Bombay, his name shall be handed up to the Commander-in-Chief for appointment to the regiment which, on the date of his arrival, may be held by the junior assistant surgeon in charge of a corps, wheresoever stationed.

9. On occasion of any medical officer holding a civil or other appointment under Government vacating such appointment, and becoming thereby entitled under Rule 7 to the permanent charge of a corps, the date on which he shall be held to be available for appointment to such charge shall be that on which the Board may receive the official report of his having been actually relieved of his duties in his civil appointment. Should there be no regiment vacant on that date, his name shall be handed up to the Commander-in-Chief for appointment to the regiment which on that date may be held by the junior assistant-surgeon in cherge of a corps, wheresoever stationed.

10. Should two or more medical officers become disposable on the same date for the charge of corps, regiments are to be allotted to them in the order of from the senior downwards. Should any regiment be vacant at the time, it will under this rule fall to the senior. Should there be the same number of regiments vacant and of medical officers disposable, the senior regiments shall be allotted to the senior officers; and in the event of there being a greater number of regiments vacant than of medical officers disposable, the junior regiments will thus fall to the assistant-surgeons of the army at the time next in order of seniority for a medical charge.

11. Medical officers desiring to be appointed to any particular regiments when more than one is vacant, will submit their appli. cations to the Commander-in-Chief through the channel of the Medical Board.

12. Medical officers desirous to exchange regiments after appointment to them, or to be transferred to other regiments on a vacancy occurring, may prefer applications to the Commander-inChief through the channel of the Medical Board, making a report at the time to their respective regimental commanding officers of their purpose so to apply, in order that, should their commanding officers have any objection, they may represent the same through the Adjutant-General to his Excellency. The ground of all such applications for exchanges, &c., is to be fully stated, otherwise they will not be entertained by the Commander-in-Chief. 13. The assistant-surgeon who may have been appointed to the charge of either the Guzerat provincial battalion, the camel corps, or the camel baggage corps, will be held entitled, at the expiration of three years from the date of appointment, to be transferred to that of an infantry regiment of the line, should he desire it. In such case his name is to be submitted for appointment to that regiment which, at the expiration of one month from the date of the receipt by the Medical Board of his application for transfer, may be held by the junior medical officer in charge of a corps wheresoever stationed.

14. In handing up individual applications or submitting the names of medical officers for appointment to the permanent charge of corns, ns, in accordance with the rules above prescribed, the Medical Board will be at all times free to offer to the Commander-inChief's consideration any recommendation or observations the Board may desire in regard to the claims of individual applicants, or in view to an exception being made to the rules above prescribed for nominations by the Board, in any particular case in

which either the better convenience of the public service or any peculiar ground of claim possessed by an individual officer to the charge of a particular corps may appear to the Board to call for such recommendation or observation.

15. It is to be distinctly understood that nothing contained in the above rules is intended to debar medical officers from also submitting, through his Excellency's military secretary, any representations they may desire, having reference to their appointment to corps, transfers, &c., since there may be circumstances they may wish to offer to the Commander-in-Chief's consideration of a nature to render that channel the more appropriate one. CADETS ON FIRST ARRIVAL.

Head Quarters, Poona, Oct. 27, 1847.-1. With reference to G. G. O. No. 516, of the 15th ultimo, the Commander-in-Chief is pleased to establish the following subsidiary rules for the better care of cadets on their first arrival in India.

The period during which cadets will be permitted to reside with their friends on first arrival, and to continue unattached to any corps, is limited to one month, at the expiration of which they will, by a general order, be directed to join their own regiments, or to be attached to do duty with a corps of that branch of the service to which they respectively belong.

Cadets who may not have friends to receive them on their first arrival will be at once attached by a general order to one of the corps of the presidency, and at the expiration of one month, those posted to regiments will by a G. O. be directed (the season permitting) to join their own corps.

Commanding officers of the corps with which cadets may be appointed to do duty, or to which they may be posted; are directed, on their first joining, to attach them to the troops or companies commanded by the senior officers, under whose immediate command they will be placed, and whose duty it will be to exercise a due control over them whether on or off duty; to assist them in obtaining servants, to perfect them, as far as in their power, against the imposition of native agents and others, and to assist them with their counsel in the many matters both official and unofficial, in regard to which they must of necessity require advice and guidance.

The Commander-in-Chief confides in the good-feeling of the officers generally of every corps to accord to cadets on their first joining every consideration and kindness in their power, and especially enjoins upon the senior officers to exert their influence and authority towards inducing on the part of cadets at all times a course of conduct consistent with the character of officers and gentlemen.
