on to Hoosheearpoor, on the 24th. The 56th N.I. passed through, on their way to Noorpoor, on the 19th. Brigadier Wheeler, Col. Brid, and a few other officers of the late army of reserve" to the "Kashmeer force" arrived at Jullundur on the 31st, and Sir John Littler was expected in a few days on his way back to Lahore.-Ibid. FEROZEPORE.-We learn by a letter from Ferozepore that H.M.'s 62nd regiment of foot were to leave that station on the 24th. The number of volunteers into other corps (chiefly the 53rd foot) amounted to 237. The 53rd would, it was supposed, go into quarters, and H.M.'s 10th, who had reached the station, were to remain there until further orders. The 14th N. I. left Ferozepore for Mirzapore on the 20th. The new commanding officer of artillery (Major B. Browne) was expected at Feroze pore in a day or two, when Colonel Geddes would start for Meerut to join his own brigade (3rd). We are happy to learn that the "matériel" for crossing the Sutlej at Koona Ghat has been greatly improved ; a friend writes, " There are now a hundred noble boats on the river, so that both troops of horse artillery crossed, on their way back from Lahore, in less than two hours."-Ibid. LOODIANAH.-A Loodianah letter of the 25th instant states, that the regiment of that name would commence its march towards Meerut on the 28th (this day), reach Umballah on the 3rd of December, Kurnaul on the 7th, and Meerut on the 13th idem.-Ibid. MEMORIAL TO DWARKANATH TAGORE.-On Wednesday last the long-talked-of meeting to do honour to the memory of Dwarkanath Tagore was held at the Town Hall. It was numerously attended, especially by the native community. Sir John Peter Grant was in the chair, and the principal speakers were the Archdeacon, the Advocate-general, Mr. Secretary Bushby, and the Rev. Dr. Nash, a Roman Catholic clergyman. It was determined to raise a subscription for a “ Dwarkanath Endowment Fund," to be appropriated to the maintenance of young natives at University College, London, to complete their education, general or professional.-Hurkaru. MEETING OF THE SUBSCRIBERS TO THE BENGAL STEAM FUND.A meeting of the subscribers of the old Bengal Steam Fund was held on Monday last, to dispose of its unappropriated balance. The history of this fund affords a pregnant example of the vast progress of improvement within the last quarter of a century. The fund was formed in 1823, to afford a premium to those who might first establish a permanent communication by steam between India and England. The number of subscribers was 280; the sum subscribed 70,000 Rs. In January, 1827, the subscribers voted one-half their funds to Capt. Johnston, who had been the first to double the Cape in a steamer, the old Enterprise. They then promised the remaining moiety of their funds to Mr. Waghorn, in the event of his performing a voyage to Bengal in seventy-five days. We now growl, if mails and passengers are forty-five days on the route-but the voyage was never performed. The money remained in the hands of Messrs. Richards, Mackintosh and Co. in London, who failed; but a dividend of 32 per cent. was declared out of the estate, and remitted to Calcutta, which has accumulated, with interest, to 22,500 Rs. It was for the appropriation of this sum that the meeting was called. Mr. Storm brought forward the claims of the India steamer, which doubled the Cape in 1841, and performed four voyages till the year 1843, when the arrival of the vessels of the Peninsular and Oriental Company threw her out of employment. She has since been sold at a loss of Rs. 150,000 to that company; and it was proposed that the balance of the old steam fund should be made over to the proprietors of the India. An adjourned meeting of the subscribers is to be held on the 30th of December, and, as there is no other claimant in the field, the sum will probably be voted to that object, even without the aid of Mr. Clarke's eloquence.-Friend of India. THE MOULMEIN AFFAIR.-We are happy to learn that, at the recommendation of the Nizamut Adawlut, the deputy governor has been pleased to remit the sentences passed by the commissioner at Moulmein on Mr. Abreu and Mr. Lenaine. It remains to do justice to the poor old Shan prince incarcerated for three years, for a crime, that of perjury, which of all others is most difficult to bring home to a man, and in the punishment inflicted for which a judge can never be certain that he is not committing an act of injustice. It remains also to do justice to the province itself, by going to the root of its malady.-Ibid. CAPTAIN DURAND.-The Governor-General has left the disposal of the Durand case entirely to the Presidency Council, and his Honour the Deputy Governor has considered it just and expedient to remove Captain Durand from commissionership of the Tenasserim provinces; Mr. J. A. Colvin is mentioned as his successor.-Englishman, NEW CHURCH.-On Monday last, the Lord Bishop of Madras consecrated the newly-erected church at Barripore, called St. Peter's, belonging to the Society for the Propagation of the Gospel in Foreign Parts; and on the following morning his lordship proceeded to Mograhaut, where also a small church is built, and was opened about twelve months ago.—Ibid. RAJA OF BURDWAN.-The Raja of Burdwan has built an extensive managerie and aviary in his golaub baug, where he has collected a large number of quadrupeds and birds.-Ibid. PROCEEDINGS OF A GENERAL MEETING OF THE BENGAL CHAMBER OF COMMERCE, DEC. 1ST, 1846.-It having been brought to the notice of the Chamber, that bills of lading were signed by the master of the Belle at the request of Biale, Koch, & Co., before the goods were shipped, and which goods never were shipped, and that such bills of lading were taken as security by parties buying bills of exchange purporting to be drawn against the goods, the following resolutions were carried: 1. That in the opinion of the Chamber, the practice which has more or less prevailed in Calcutta, of obtaining signatures to bills of lading before the actual shipment of the goods, is one they look upon as unjustifiable, and which should in no case be asked for by the shipper, or consented to by the master, inasmuch as it leaves a wide door open to fraud, and must tend to throw discredit and suspicion on all parties who aid either directly or indirectly in putting forth false documents, which such bills of lading must of necessity be. 2. That the proceedings of this meeting be published in the daily papers; and that the secretary forward them to the various chambers of commerce he is in correspondence with, and also to the East India and China Association of London. DEPARTURE OF THE ACTING METROPOLITAN OF INDIA.-We understand that the Acting Metropolitan of India has taken his departure in the steamer Bentinck, in consequence of the expected arrival of Bishop Wilson in the course of the next week. It is said that the bishop is bringing with him two clergymen, one for the St. Paul's School, and the other for the propagation of the gospel in this country.-Hurkaru, Dec. 8. GOVERNMENT GENERAL ORDERS. ADDITION OF TWO CAPTAINS TO EACH REGIMENT OF EUROPEAN INFANTRY. Camp, Jowala Muki, Nov. 17, 1846.-The Right Hon. the Governor-General of India has much pleasure in publishing for the information of the army the following paragraphs of a military letter, No. 21, of 1846, dated 22nd September last, from the Hon. Court of Directors : "2nd Par. We are now informed by the Governor-General, that, taking into consideration the fact that our European regiments are less complete in officers than those of her Majesty's service, and will permanently continue to be so; and at the same time, influenced by the equity of the claim of the officers concerned to equality of promotion with their brother officers of the native infantry, his lordship inclines to the opinion that the addition of two captains is a justifiable measure, his lordship accordingly recommends it to our favourable consideration. "3rd Par. Under these circumstances, we have resolved to augment the number of captains in each regiment of European infantry, from ten to twelve, with date of rank from the date assigned to the augmentation of one captain to each regiment of native infantry." The promotions consequent on the increase above authorized will have effect at the three presidencies, from the 24th January, 1845. PORT AND HARBOUR DUTIES.
