MADRAS.

MISCELLANEOUS. LOCAL.

LORD ELPHINSTONE.-Lord Elphinstone landed from the Precursor at one a. m. on Sunday, and proceeded forthwith to the residence of Captain Maitland. His lordship attended Divine service at the Vepery church; and afterwards called on the Marquis at Guindy, on Mr. Chamier, Sir E. Gambier, and several other gentlemen; and after having enjoyed the cordial greeting of many of his old friends, a select party of whom shared Captain Maitland's hospitality in company with and in honour of his noble guest, at dinner, re-embarked on the steamer at ten, p. m., accompanied by the Chief Magistrate, Col. Taylor, Major Clerk, Captain Maitland, and the Master Attendant. Lord Elphinstone, we understand, will remain at Ceylon until the arrival of the next homeward steamer at Galle, on which he intends returning to England.-Athenæum, Feb. 16.

COL. DYCE.-It is rumoured, that Colonel Dyce will be appointed to succeed Major-General Welsh in the command of the Northern Division of the army. Report also has it, that Brigadier Doveton intends going home, and that Colonel Walpole will relieve him in the command of Vellore.-Ibid.

THE 94TH.-The remainder of the right wing of H. M. 94th regiment, under the command of Major Desborough, arrived from Aden on board the ship Eliza last saturday.

THE 20TH.-We hear that the Elizabeth Ainslie, City of Palaces, Clarissa, and Teazer, have been engaged for the conveyance to Aden of the 26th regiment N. I.-Ibid., Feb. 20.

MOFUSSIL.

BANGALORE, Feb. 10.-The head-quarters and right wing of the 1st Madras fusiliers left this station on the morning of the 2d inst. under the command of Major T. A. Duke.

Major-gen. W. Wilson, the gallant colonel of the above corps, gave a splendid entertainment, at his residence, to the officers of the fusiliers, and the aristocracy of Bangalore, as a farewell ball and supper to his old regiment; the guests were numerous.

Four companies of H.M.'s 51st K. O. light infantry marched into cantonment on the morning of the 4th inst. and occupied the European infantry barracks.—Athenæum, Feb. 16.

INGERAM, Feb. 14.-The Woodmansterne, while working out of Coringa roads on Sunday the 7th inst., from circumstances which are as yet unknown, ran ashore off Oppoda on the same night. We understand that an express was despatched soon after to the Collector, being nearest to the place, apprising him of the occurrence, and which reached Coconada the next morning, when that officer proceeded by land to the spot, to ascertain the particulars. On the evening of the 8th instant the Collector communicated the circumstance to the Master Attendant in charge, requesting him to proceed to Oppoda with competent persons to survey the Woodmansterne, and report whether there was any probability of getting her off, which communication arrived at Coringa at an early hour the next morning: accordingly the Master Attendant in charge having then and there made the necessary arrangements, he, with Captains Eaton, Kerr, and White, proceeded to the spot with all possible haste, but found it impossible to board the vessel, the sea running very high and the ship being stranded in the surf, apparently bilged. From the position of the Woodmansterne, we may safely say that any assistance, however prompt, could not have availed her. We have seldom heard of a vessel having run ashore at Oppoda, but we have known a few instances of vessels having got aground to the southward of the Light House; and those that have been so unfortunate as to find themselves in such a predicament, have seldom come off: for within these fifteen years we have known three instances only of vessels getting off -these were, the brig Frederica, the schooner Sweet, and the brig Arethusa, the two first with the assistance of the present superintendent of Customs, Mr. E. Pascal, who was then acting Master Attendant-C. W. Eaton, Esq. having proceeded to Madras on leave and the latter during the services of J. Flower, Esq.-Ibid. Feb. 20.

TRICHINOPOLY, Feb. 15-On the 3rd instant, a meeting of the inhabitants of Trichinopoly was held in a large building, here well known as the late Cassim Khan's residence. It was convened for the purpose of voting Mr. Onslow an address on the occasion of his departure from the district on sick leave to the Cape and Australia. The gathering was immense. It consisted of all the wealth, intelligence, and respectability of the native community of Trichinopoly. Baloosoobramannee Moodelliar, the first man of the place, and as rich as the Collah Vencatachellum Chetty family of Madras, was called to the chair, the honours of which he did as if he were quite

au fait in such matters. An address, drawn up both in English and Tamil, was respectively read by E. Chinnasawmy Pillay and Runga Row, and was received by the meeting with the greatest enthusiasm, and adopted with acclamation.

Mr. Ellis from Tanjore is now in charge of the district; he will return to his station on the arrival of Mr. Lushington. It is not yet definitely known who is to act for Mr. Onslow. The following gentlemen are named: Mr. W. Elliot, Mr. Ch. Bird, Mr. T. Clarke, Mr Porter, Mr. Hall.

It is currently reported here that Mr. Blackburne does not proceed to Europe, at least for some time yet, and that he will be transferred to Tinnevelly. I also hear that General Cubbon, the Mysore commissioner, has preferred charges against the prime minister of the Mysore rajah. The Bengal Government, it appears, has appointed a commission of inquiry consisting of European and native gentlemen.

We have had a few showers of rain last week, and other parts of the country, it would appear, have been similarly visited. Lieutenant Pinder, of the 2nd E. L. I. is about to proceed to the Hills.-Athenæum, Feb. 20.

Jan. 27th, 1847.-With reference to the G. O. C. C., 22nd June, 1840, the Commander-in-Chief directs that, to the applications of all commissioned and warrant officers, including surgeons and assistant-surgeons, for leave to proceed to Europe, or elsewhere, on medical certificate or private affairs, there shall be appended at the foot of the letter a statement of service since the time of first arrival in India, shewing the periods they may have been absent in Europe, or elsewhere, on private affairs or medical certificate,—thus:

MAJOR JAMES DICKSON, 50TH, N.1.

Head Quarters, Choultry Plain, Jan. 26th, 1847.-The following Extracts from the confirmed proceeding of an European General Court Martial holden at Waltaire, on Wednesday, October 14th, 1846, by virtue of a warrant from his Excellency Lieut.Gen. the Most Noble the Marquis of Tweeddale, K.T. and C. B., C.-in-C., are published to the Army.

Maj. J. Dickson, 50th N. I., placed in arrest by order of Lieut.-Col. J. Garnault, commanding the regiment, upon the following charge :

Charge. For conduct unbecoming the character of an officer and a gentleman, and to the prejudice of good order and military discipline, in having at Cuttack, on the night of July 1, 1846, at the mess-table of the 50th N. I., proposed a toast in the presence of two officers of the regiment and of two guests, residents at the station," the health of the person, whoever he is, that wrote the article Doings at Cuttack,' meaning thereby an article which

had appeared in the Athenæum newspaper, published at Madras, on Saturday, June 20th, 1846, and which had formed the subject of previous conversation at the said mess-table, such article as aforesaid containing a false, malicious, and libellous attack upon Lieut.-Col. J. Garnault, 50th N.I., his, Maj. J. Dickson's, commanding officer.

"The above being in breach of the Articles of War."

REVISED FINDING ON THE CHARGE.-That the prisoner is guilty to the extent of having at the time and place under the circumstances as laid in the charge, himself drank the health of the author of the letter described in the charge, such conduct being unbecoming the character of an officer, and to the prejudice of good order and military discipline.

REVISED SENTENCE.-The Court having found the prisoner guilty to the extent above stated, doth sentence him, the said Maj. J. Dickson, 50th N. I., to be severely reprimanded.

His Excellency the Commander-in-Chief feels serious concern that Majer Dickson should have been so far led astray from personal respect to his rank and situation, as to have been guilty of the highly reprehensible conduct of which he has been convicted.

The duty of an officer of his rank, mature years, and length of service, who most probably aims at the responsibility and importance attached to the command of a regiment, was clearly, by personal example, to inculcate in the minds of the junior and inexperienced officers the utmost reverence for legitimate authority; yet this officer was so far forgetful of his position, as publicly to drink the health of an anonymous writer, who had made a libelous attack upon his commanding officer.

The fact that the only two young officers present on the occasion so sensibly felt the gross impropriety of Maj. Dickson's conduct as immediately to leave the table, should convey to this field-officer a censure the most severe that can well be conceived; and satisfies the Commander-in-Chief that such conduct, subversive of all discipline and subordination, will be reprobated in this army in the way it merits.

Maj. Dickson will regard this expression of his Excellency's sentiments as a compliance with the very lenient sentence imposed upon him by the Court; and he will be released from arrest and return to his duty. At the same time he is cautioned to be more careful and officer-like in his future career, as this is not the first time that the Commander-in-Chief has had occasion to express his marked disapprobation of his conduct.

We give the following a place in our editorial columns. Though called a General Order, it is clearly intended to form an important state paper for the use of speakers in the debates expected shortly to occur in Parliament on Scinde affairs. We may remark in passing on the somewhat wide departure from usage it exhibits, in making the military parties to the policy of a war. If the army of Scinde deserves the thanks of the general for what he considers a valuable acquisition, they will deserve condemnation should it prove otherwise than he describes it. If praise or blame is to be awarded to our soldiers for the justice, wisdom, or value of a conquest, an amount of free agency must be conceded them to which they have not hitherto been accustomed. A force imbued with principles such as those involved in the Kurrachee General Order of the 28th January, must have the case stated, and liberty of discussion granted them, before entering on a campaign for the ultimate results of which they are to be held responsible It has hitherto been understood that an army was a passive instrument in the hands of Government; that their duty was to march, to guard, or to fight, according as they might be directed, and that with the fitting discharge of these important duties their responsibility ended. We believe that on these grounds no praise can be bestowed on the troops which have just quitted, or which now remain in Scinde, beyond what is their due: to connect them with the conquest, is laying more on their shoulders than they can be called on to bear. If they are to be praised for the supposed addition the country makes to our income, it would be but fair that they were made responsible for deficiencies, should such make their appear.

The date of this paper rather perplexes us. A letter of the 26th, published in our last, speaks of the manifesto as having then been matter of general discussion-leading to the inference, which we have no doubt is correct, that it was issued some days before, and was in time for the home mail of Monday. The Gentleman's Gazette calls attention to the fact of its appearing on the 28th, with such peculiar emphasis that it looks as if, like numbers of the Blue Book papers, a mis-date were given with the purpose of deceiving. The Governor states that, as regards the general tranquillity of Scinde, the field force might have been broken up two years ago. He surely forgets that it is not two years yet since he returned from the Doomkie campaign, which occupied a force of five thousand men from the 15th of January to the 9th of March, 1845-a cordon of three thousand men requiring after its conclusion to be stationed across the frontier to protect us from the marauders we were affirmed to have humbled! If it be true that the state of the Punjaub required the maintenance of the army in Scinde, then Lord Hardinge is the most foolish and deceitful Governor-General who ever breathed. According to the Blue Book despatches, so very anxious to avoid alarming the Seikhs by any appearance of an army which might assail them, that we scarce ventured on our ordinary reliefs without explanations, and spared no pains to relieve their minds of the apprehension that the troops moved up were intended for any thing but purely defensive objects. It was certainly singular that twothirds of an army intended for service above Mooltan should have been quartered within the Delta of the Indus-nearly three months' march from where they could first be called on to operate, so scantily supplied with means of carriage that it is questionable whether even those needlessly sent up last year could have moved forty miles from the boats which conveyed them on. We do not know what Sir C. Napier calls the expenses of the civil government of Scinde-we presume the pay of himself, his collectors, and Captain Brown's police! We find in Jameson's Code that the pay of the Scinde horse amounts to Rs. 29,161
