"The following is from Lucknow, February 14th:

"We have to report the death of his Majesty the King of Oude, who expired yesterday afternoon about four o'clock. Orders were immediately issued by the Resident for the march of troops from the cantonments, in case of any disturbances in the city, and a wing of the 23rd N.I. was the first to march, followed, at eight o'clock p. m. by the 28th N.I. with four guns. At ten o'clock, the eldest son of his late Majesty was formally invested with the sovereignty by Col. Richmond, the bands playing God save the King,' and cannon booming forth a royal salute. The city being in a tranquil state, after a short interval, the troops, with the exception of a wing of the 23rd N.I. and the guns, were marched back to the cantonments, where they arrived in the middle of the night."

It is seldom that an act of the NIZAM'S Government is calculated to call forth either satisfaction or praise; but one which has recently been performed may well excite the one, while it challenges the other. His Highness has abolished the rite of Suttee throughout his dominions. This is no great sacrifice on the part of a Mahomedan prince, but it is a measure in which the friends of humanity and religion will rejoice. In all other respects, misgovernment and disorder seem to prevail in the NIZAM's territories as much as

ever.

The practical state of the Law of Debtor and Creditor is illustrated by the following account taken from the local papers :

"Stringent measures for the prevention of the disgraceful scenes of Arab creditors seizing on their debtors and confining and even starving them till their debts were paid, are about being adopted in the city, proclamations to the following effect having been published on the 1st February:-'As many Arabs and their descendants of Indian birth taking service with Sahookars, and the inhabitants of the city, Hindoos, Mussulmans, and others, and making this connection a sanction (dustavez) engage in pecuniary dealings on interest-and go on by degrees until bloodshed and murder are produced -and seizing upon their debtors and placing them in Dherna, wound and kill, and confine some of them-and as, in consequence of this, the good order of the city and its environs is obstructed, therefore a public order is issued, that in the space of two months, the Arabs and their descendants, adjusting (saf numooda) their account of money dealings, and of their pay with their debtors, and of mortgages of property held by them with the mortgagers, and with those whose jaghires being in their possession for money lent and interest and pay (Tunkha), the revenues thereof are collected by them, quit the service of the Sabookars, of the inhabitants of the city, and of the Desmookhs and Despanders, &c.-and if the two months shall expire and they do not carry into execution the purport of this proclamation-condign measures towards these people will be taken by the Sirkar.-Dated the 10th of Suffer, corresponding to the 1st February.' 'As several Rohillas, Affghans, and Seiks taking service with Sahookars and the inhabitants of the city, Hindoos, and Mussulmans and others, and through these means and its sanction commencing by degrees money dealings with their masters, till they come to assassinating and confining themand in consequence of this the peace and good order of the city are invaded therefore a public order is given that in the space of two months, the Rohillas, Affghans, and Seiks, quitting the service of their masters, adjust their accounts of money dealings and of their pay, and of mortgaged jaghires and tenements, with the debtors and mortgagers-and if two months should elapse, and they should not carry into execution the purport of the present proclamation, condign measures will be taken towards them by the Sirkar.""

The Khond disturbances have not yet been quelled. How hard is it to enforce in the dark abodes of superstition even the plainest points of natural humanity!

From the Presidencies there is no intelligence of interest but such as will be found in our selections.

BENGAL. MISCELLANEOUS.

LOCAL.

EARTHQUAKE.Another shock of earthquake was felt in Calcutta the night before last, at about twelve o'clock. — Hurkaru, Feb. 6.

UNCOVENANTED SERVICE.-A meeting of members of the uncovenanted service was held in the Town Hall last evening. About a hundred persons were present, and Mr. Campbell, superintendent of the preventive service, took the chair. The subject for discussion was afforded by the new absentee regulations, and there seems to have been a great want of unanimity among the persons present, who, however, agreed at last to memorialize Government to reconsider the regulations of July last. A committee was appointed for the purpose of preparing this memorial.-Ibid. Feb. 8.

COL. GOWAN.-On Friday evening last the artillery officers at the Presidency gave a dinner at their mess-house, at DumDum, to Col. G. E. Gowan, A. D. C. to the Queen, who commanded the artillery at the victories of Maharajpore and Subraon. Col. Gowan proceeds home on the Marlborough.—Ibid. Feb. 9. VISIT TO HINDOO COLLEGE.-The Nawab of Moorshedabad and suite paid a visit to the Hindoo College yesterday. His Highness presented one hundred gold mohurs to be distributed in equal portions to the Hindoo and Sanscrit Colleges. A part to be given as a prize for the best essay "on the best mode of encouraging the pursuit of learning for its own sake."—Ibid.

DEATH OF MR. CURRIE.We have to announce the sudden death of Mr. Currie, the sessions judge of Mirzapore. The unfortunate gentleman died from the effects of the amputation of his leg, rendered necessary by an injury received in a fall from his horse.-Ibid.

THE RIVER STEAMERS.—According to a correspondent of the Standard, the river steamers appear to have been in bad luck. The Patna was ashore for eight days a little above Rivulgunge. The Assam and Sir Herbert Maddock were also aground at Bauleah, the former for eight and the latter for six days. To crown all, the accommodation boat Sutledge has likewise had her foremast cabin, on the larboard side, smashed by coming in contact with her steamer. The steamers have all been got off again.-Ibid. Feb. 11. CONVERTS.-Two converts, one a Greek and the other a Hindoo, were baptized last night at the Scotch kirk by the Rev. Dr. Charles.-Ibid.

MEDICAL COLLEGE.-The Nawab of Moorshedabad paid a visit to the Medical College on Wednesday, when he gave a donation of Rs. 2,500 to be distributed among the students. — Standard, Feb. 12.

THE LATE CAPTAIN TROWER.-Mr. Theodore Dickens has given an opinion in the case of the widow of the late Captain Trower, to the effect, that the marriage was not a legal one.— Hurkaur, Feb. 13.

THE BOREE.-The bore in the river was unusually severe yesterday afternoon, and occasioned much injury to the shipping off Cooly Bazar. At about three o'clock p.m., three ships were torn from their moorings, and carried with great violence against the Pekin, a ship just on the point of sailing for England with her Majesty's 39th foot. Fortunately this last vessel held her ground and so prevented further damage, but yet suffered so severely that her departure will be delayed for many days.Hurkaru, Feb. 17.

ST. PAUL'S SCHOOL.-Mr. Kidd, the new rector for St. Paul's School, has arrived in Calcutta, and will enter upon his duties on the 15th inst.-Ibid. Feb. 15.

SIKA GUNS.-The trophy guns were at Mirzapore on the Bhagirutti, near Dhoba, on the 14th, and though this is only about fifty miles from Calcutta, it is not likely, we hear, that the train will come in before the end of the month. Bad roads, and the want of proper means for crossing rivers, nullahs, &c., making the rate of travelling very slow. In crossing the nullah at Mirzapore, the bridge of boats, constructed by the local authorities, gave way under the weight of the giant Futteh Jung, which consequently found its way to the bottom-not of the nullah luckily—but of one of the boats, whence it would require the labour of a day to extricate the brazen monster.-Ibid. Feb. 17.

NORTH WESTERN BANK.-Among the advertisements will be found, a report and statement of affairs of the North-western Bank of India, in which we observe, with satisfaction, that out of the profits of the half-year, amounting to about two lakhs of rupees, a dividend of 12 per cent. has been declared, leaving nearly half a lakh of rupees to be carried to the credit of the reserve fund.-Ibid.

SECRETARY TO THE BANK OF BENGAL-Mr. Charles Hogg has this day been elected to succeed Mr. Thomas Bracken as secretary to the Bank of Bengal, from the end of the present month. Ibid. Feb. 18.

DEATH OF MR. GEORGE GIBBON.-We much regret having to announce the death of a worthy member of the community, George Gibbon, Esq., who expired at his residence, Cossipore, on Monday morning. He has been long favourably known amongst his circle of friends as one of the most warm-hearted and generous of his countrymen, many of whom have to deplore his irreparable loss. His unostentatious hospitality to those in need will not readily be forgotten. - Ibid.

MOFUSSIL.

BENARES. Weather, 5th -A clear and serene atmosphere. Wind S. W. Thermometer 7 A. M. 62 degrees, noon 70. Less cold but more agreeable.

6th, 7th, and 8th.-Scarcely any change in the appearance of the weather. Thermometer rising.

Capt. McKenzie, with a detachment of 200 Europeans, arrived here on the 6th instant, proceeding to the westward.

A detachment, consisting of 528 men, 17 N. C. officers, and 48 women and children, all of H. M.'s service, arrived yesterday morning under the command of Major Yerbury en route to the N. W. P. The detachment has been very healthy, having lost but one man since they left Chinsurah.

The Matabhangah, full of passengers, reached Rajghat on the evening of the 5th, and proceeded on to the westward on the morning of the 6th, after delivering twenty packages.

The Patna reached Rajghat also yesterday evening full of passengers, and left again in about an hour after. Mrs. and the two Misses Butters, and Lieut. Grindal! landed for this place.

The Assam arrived and passed up on the 7th instant, after delivering sixty packages.

FEROZEPOOR.-The Government of India have, we are told, decided, not only on refusing any grant of public money towards the erection of the proposed monumental church at Ferozepoor, but on withholding their sanction to the building of a church at that station.-Hurkaru, Feb. 20.

MEERUT.-Meerut has been visited by a severe hail-storm, and they have also had hail at Moorshedabad.-Ibid. Feb. 6.

GOVERNMENT GENERAL ORDERS.

BODY-GUARD.

Camp Bussean, Jan. 25.—In consequence of the instructions from the Honourable the Court of Directors, "that casualties in the body-guard are not to be filled up until it shall be reduced to its original strength of two troops, amounting to 130 men of all ranks," the following arrangement will take effect from the 1st proximo.

2. The off-reckonings will be drawn on the first day of each quarter, not according to the establishment, but for the effective strength of the body-guard, on the 1st January, 1st April, 1st July, and 1st October.

3. The commandant will receive a consolidated salary of one thousand and two hundred rupees (1,200) a month and the troop contracts will be drawn by the officers doing duty with the guard. 4. The body-guard for the present will be divided into four troops-the senior officer, doing duty with the guard-lieutenant Crossman, will draw the salary of second in command.

5. The adjutant will draw the same consolidated allowance as other subalterns doing duty with the guard, and in addition, the usual office allowance.

6. The appointment of interpreter and quarter-master in the body-guard will not be filled up on the removal of the present incumbent, and the officer doing the duty draw the usual office allowance.

7. In order to mark the high opinion entertained of the services of Sergeant-major and acting Riding-master Bartlett, which situation he has held since 1839, the Governor-General is pleased to appoint him riding-master of the body-guard.

8. Whenever Riding-master Bartlett shall vacate his appointment, either by death, being invalided, or by being removed to another corps, no successor will be appointed.

REDUCTIONS OF STRENGTH IN THE BENGAL ARMY.

Camp Umeerghur, Jan. 30, 1847.-The Right Hon. the Governor-General of India is pleased to resolve, that the following reductions in the numerical strength of the under-mentioned branches of the Bengal army, shall be carried into effect from the 1st of March, 1847.

2. The establishment of each regular regiment of native infantry, and of the Khelat-i-Ghilzie regiment to be reduced by 10 havildars, 10 naicks, and 200 sepoys. Each native infantry regiment will then consist of 10 companies of the following strength:

1 subadar, 1 jemadar, 5 havildars, 5 naicks, 2 drummers, and 80 sepoys.

3. The non-commissioned officers and sepoys thus reduced, are to be the juniors of their respective grades, and they are to be borne on the rolls as supernumeraries, until they can be brought on the strength of the reduced establishment as vacancies occur, or until they shall be otherwise disposed of.

4. The regiments of Bengal irregular cavalry, the cavalry regiment of the late Bundlekund legion included, 18 in number, to be each reduced to 500 sowars, with the corresponding num. ber of commissioned and non-commissioned officers.

5. Of the remaining commissioned and non-commissioned officers and sowars, those who have served seven years are to be borne on the rolls of their corps as supernumeraries till absorbed by casualties, or otherwise disposed of; and those who have not served that period are to be discharged with a donation of 12 months' pay.

6. Each regiment of irregular cavalry will consist of six russallahs of the following strength, viz.—

1 Russaldar or resaidar, 1 naib russaldar, I jemadar, 1 kote duffadar, 8 duffadars, 1 neshan burdar, I trumpeter or nagarchie, and 83 sowars.

7. A communication will be made to the governments of Fort St. George and Bombay, regarding the reductions which are to be effected in the aamies of those presidencies.

8. His Excellency the Commander-in-Chief is requested to issue such subsidiary orders as may be necessary to give effect to the foregoing resolution of the Right Hon. the GovernorGeneral.

LEAVE OF ABSENCE TO THE UNCOVENANTED SERVICE.

Fort William, Financial Department, Jan. 29, 1847.-Resolu tion. The president in council observes that, under a rigid construction of the provisions of the rules for regulating leave of absence to the uncovenanted service, an incumbent in the receipt of a personal allowance in addition to the fixed salary of his appointment would forfeit, during any absence on authorized leave, the moiety of his consolidated allowances; while, on the other hand, the party officiating for him would be entitled to claim as deputation allowance the half of the fixed salary of the appointment only, thus leaving the moiety of the personal allowance to revert to the government.

But the president in council has no desire to take advantage of this strict action of the rules, to the prejudice of deserving persons in the receipt of their due reward for meritorious services, especially where the grant is of so personal a nature as not to be claimable in the shape of pension. On the contrary, he is anxious to give the fullest effect to honorary allowances earned by approved service in the employment of government, and he is aecordingly pleased to resolve that personal allowances be exempted from deduction under the operation of the absentee rules; and parties in the receipt of personal allowances, whilst absent on authorized leave, will accordingly be entitled to continue to draw the whole of such personal allowance, in addition to the proportion of ordinary salary claimable by them under the general provisions of the rules.

SALT.

Feb. 8, 1847.-The honourable the lieutenant governor is pleased to publish the following rule in addition to the rules of 10th February, 1844, and to promulgate the same for general information, under the provisions of section III., Act XIV., 1843:

Rule to follow Rule XXX., Section V.

The deposit of salt for the consumption of the people inhabiting the country over which the Customs' jurisdiction extends, shall be permitted at any place within the limits of such jurisdiction. The rowanah designed to cover such deposit shall be indorsed by the collector or deputy collector of customs for that purpose, and shall remain in force till the whole be consumed. When it is desired to remove any portion of this salt, application shall be made to the patrol or assistant patrol at the nearest chokee, who will write off the quantity to be removed on the back of the original rowanah covering the goods, and if the quantity exceeds one seer, will grant a pass to protect so much of the article to its destination. This pass, signed and sealed by the officer issuing it, shall set forth the following particulars:

The quantity of salt removed, and the number and date of the rowanah covering the deposit.

The name of the purchaser of the salt removed, and place to which it is to be removed.

The pass shall be current for the period to be therein specified, which may be necessary for the removal, and for such longer period as the salt may be kept at the place to which it is removed.

H. M's. 9TH, 39TH, AND 62ND REGTS. OF FOOT. Head- Quarters, Camp Seharunpoor, Feb. 9, 1847. The Right Hon. the Commander-in-Chief in India avails himself of the opportunity which the approaching departure from India of those distinguished regiments, the 9th, 39th and 62nd foot, affords of recording the high sense he entertains of their respective merits, and the admiration with which he has witnessed their uniform good conduct in quarters and their gallantry in the field.

Each regiment bears on its colours the names of many hardfought battles on the Peninsula, and each regiment will carry home the record of victories achieved in the wars of this country, nobly gained by their indomitable bravery, under his lordship's immediate command.

The 9th regiment has completed a service abroad of upwards of fourteen years. In 1842, it formed a part of the force under Sir G. Pollock, in the second campaign of Affghanistan, and subsequently had the good fortune to partake in the memorable battles of the Sutledge. The despatches of the former period have testified to its gallantry, its noble bearing, and high spirit under extreme sickness and privation; and upon the latter, Lord Gough has recently in orders and by his despatches expressed his sense of its valuable services.

The 39th regiment, "primus in Indis," having obtained imperishable renown in the earlier wars in India, bearing upon its colours the record of its gallantry at Plassey," quitted this country in 1758, and after a lapse of 74 years, during which it reaped a rich harvest of glory in the Peninsula, again returned to India, and has again profited by the opportunities which a long service in this country has afforded of adding fresh lustre to its fame. The victory of Maharajpore is already recorded on its colours, and nobly did it earn that badge. The distinguished conduct of the 39th regiment on the 29th December, 1843, could not have been surpassed for bravery and determination.

The 62nd regiment gallantly aided in the defence of Ferozepore when that station was invested by an overwhelming force; and when called into action in the late brilliant campaign, it evinced that indomitable bravery and obedience to orders for which the British army is so just y renowned.

Lord Gough feels happy in having it in his power to state that the conduct of these regiments, throughout their Indian service, has always been such as to merit his warmest commendation. He feels a pride in recording all that he has said in praise of these gallant corps, and, in parting with them, begs to assure them that he will always feel a lively interest in their welfare.

COURT-MARTIALS.

LIEUT. HENRY LUCAS, H. M.'s 53RD REGT. Head-quarters, camp Kurnaul, Jan. 30, 1847.-At a general court-martial assembled at Ferozepore, on Tuesday, January 19, 1847, Lieut. H. Lucas, H. M.'s 53rd regt., was arraigned on the following charge:

For behaving in a scandalous and infamous manner, unbecoming the character of an officer and a gentleman, in having at Rajpore, on or about August 12, 1845, forged, or been privy to the forgery of, the names of Capt. E. B. Low, Capt. W. R. Mansfield, and Lieut. W. B. Bastard, all of H. M.'s 53rd regt., as sureties, and the names of Lieut. R. T. Parker, Lieut. A. B. O. Stokes, and Lieut. G. N. Meiklethwaite, all of H. M.'s 53rd regt., and of the late Cornet E. Worley, of H. M.'s 3rd It.

drags., as witnesses to the several signatures of the said sureties, in a bond for the due payment of a loan of Rs. 4,000 from the Agra United Service Bank to him, Lieut. Lucas. Finding, That the charge against the prisoner is not proved and therefore acquit him.

Remarks by the Right Hon. the Cammander-in-Chief.—The evidence having been defective, the Court should have found Lieut. Lucas not guilty of the charge, so as to exonerate him from it entirely.

SECOND LIEUT. HERBERT HENRY VAUGHAN, 1ST BATT. 60TH

RIFLES.

Head Quarters, Camp Umballa, Jan. 20.-At a general court martial holden at Kurrachee, on Friday, Dec. 4, 1946, SecondLieut. H. H. Vaughan, 1st batt. 60th rifles, was arrainged on the following charges:

1st Charge. For conduct unbecoming the character of an officer and a gentleman, in having, at the Camp Kurrachee, on or about Nov. 17, 1846, stated in writing to Capt. W. F. Bedford, 1st batt. 60th rifles, with reference to a query put to him, Second-Lieut. H. H. Vaughan, by that officer, respecting a man of his company having visited Second-Lieut. Vaughan's quarters, that "no other man has been near my quarters since; came here, save John Gale, and that is a long time ago; the only man that ever came near my quarters is a man O'Brien, of D company, and he comes to look at his horse;" such statement being a gratuitous and deliberate falsehood.

2d. Charge.—For having, at the place stated in the first charge, between August 1, and Nov. 17, 1846, on different occasions, received and entertained on terms of unbecoming intimacy private soldiers of the 1st batt. 60th rifles; such conduct being derogatory to his character as an officer and a gentleman, and highly prejudicial to the interests and discipline of Her Majesty's service.

Finding. Not guilty of the 1st charge, guilty of the 2nd charge.

Sentence. The Court, having found the prisoner guilty, as above specified, does adjudge the prisoner Second-Lieut. H. H. Vaughan, 1st batt. 60th rifles, to be dismissed Her Majesty's service.
