cole, left this a few days ago for the Presidency on sick certificate, and is about to return to Europe for the recovery of his health.

The superintending surgeon of the division is expected to arrive here in a day or two, on his annual tour of inspection, and after inspecting the several hospitals, he will proceed to Vizianagram.

A medical invaliding and pensioning committee, on some of the men of the Veterans, is shortly to assemble at this station.

A detachment consisting of three companies from the 41st regt. N. I, under the command of Lieut. and Adjutant Me Viccar, marched this morning en route to Berhampore, for the purpose, I believe, of proceeding into the interior of the Goomsoor country, as an escort to Captain McPherson, agent to the Governor, for the suppression of Meriah sacrifices. Asst. apothecary W. Powell accompanies the detachment in medical charge.

Two companies from the 30th regt. N.I. at Samulcottah, I am informed, are to come here to do duty, and a detachment from the 50th regiment at Cuttack is to proceed and join the troops at Goomsoor-this looks as if something in the shape of hostilities is about to take place in the Khoond country.

Another destructive fire broke out on the night of Sunday last in Chenglerowpet, when a great number of houses were consumed, owing to the strong wind that was blowing during the conflagration.-Ibid. Dec. 31.

JANUARY 6.-A detachment consisting of two companies of the 30th regt. N. I. under the command of Liet. Dighton, arrived here on the morning of the 26th ultimo from Samulcottah, for the purpose of doing duty at this station, instead of the three companies of the 41st regt., which proceeded a short time ago en route to Berhampore. Various reports are in circulation here regarding the movement of troops to Goomsoor, but the following appears to be the most correct. A second detachment

of three companies of the 30th N. I. I am informed, is or dered to this station, to relieve the right wing and head quarters of the 41st regt. which is to proceed immediately on being relieved, en route to Berhampore; the Golundauze company of artillery, and Kharkhana at Vizianagram, I believe, are also directed to hold themselves in readiness to march to the scene of action. It is further rumoured that the 30th regt. on being relieved by the 36th will also proceed towards Goomsoor.

The Right Rev. the Lord Bishop of Madras held the confirmation on th 24th ultimo, and not on the 26th as was stated in my last communication. On Christmas Day, his lordship delivered a sermon in the Fort church, and on Sunday morning, the 27th ult., the church was consecrated, which is now called St. John's; in the afternoon of the same day, the Waltair church was consecrated, which is called St. Paul's; and on Monday morning the burial-ground was consecrated. On the evening of the 4th instant, his lordship, accompapied by Dr. Clementson, left this place by land for Masulipatam-the Rev. E. Whitehead, his lordship's domestic chaplain, being unable from indisposition to accompany the bishop, embarked this morning on the George for Madras.

Our much-respected major-general and staff returned from their tour to the southward on the 24th ultimo.

I regret to inform you of the death of sub-conductor, D. Robertson, of the ordnance department, which event occurred on the morning of the 2nd instant; his remains were consigned to the grave on Sunday last. Ibid. Jan. 12.

BOMBAY.

SUPERCESSION OF COMPANY'S OFFICERS. WE beg to call attention to the following letter on the subject of the bestowal of Company's staff appointments on Queen's officers. We understood that several months since an order had been issued, directing the gentlemen holding them to return to their regimental duties, but have heard nothing as to its having been put into effect. We wish to see the Royal just as much as the Company's army requited for the services they perform a soldier's pay and allowances, under the most favourable circumstances and liberal administration, is, considering the dangers and toils amidst which it is earned, but a miserable pittance after all. That the Staff appointments of the Company's army should be conferred on their own servants is matter of understanding at the commencement of their compact-it is part and portion of the remuneration set aside for them. Officers of H. M.'s service know that they have no right to look for them, however they may deserve or desire them, and there the matter ought to end. Should it please the Court of Directors to alter the rule or the custom, no one coming hereafter into their service has a right to complain : he knows what he has to look for, and can, under the altered circumstances, make his choice to serve or not as he is inclined. Those who entered the service on the understanding that Com. pany's Staff Appointments were to be specially reserved for them, have good reason to complain of the invasion of the conpact, expected or understood:

-Times, Jan. 6. DEPUTY COLLECTOR OF CUSTOMS. We are informed that Mr. H. B. Frere, who has just returned from England, is likely to be appointed deputy collector of customs.- Telegraph and Courier, Jan. 5. ASSEERGHUR. By letters from Asseerghur, of the 4th instant, we learn that Major Bulkley, after leaving a detachment from the left wing of the 20th regiment, at Nassick, consisting of 300 men, to relieve the head quarter's wing of the 9th there, had arrived with the remainder, at Malligaum, on the 29th December, and was expected to reach Asseerghur on the 13th or 14th instant, at latest. New lines for the regiment stationed there having been sanctioned by Government, and the wood and materials being ready, the advent of the engineer under whose auspices the work was to be commenced, was daily and anxiously expected. The right wing of the 28th, at present, occupies one wing of the old lines, the other wing having been pulled down immediately, on the head quarters of the 24th quitting. Report had it, that Colonel Cavaye was to succeed Colonel Spiller, in command of the garrison of Asseerghur.Times, Jan. 9.

POONAH.-Letters from Poonah, mention the inspection of H.M.'s 8th foot, on the 6th instant, by Major General M'Neil, who expressed himself highly pleased with the appearance and cleanliness of the gallant corps, about the strongest on the establishment. The review of the 22d was to be deferred, till the wing, at Bombay, should have joined head quarters. The two corps are to exchange lines about the 20th instant.-Ibid. Jan. 13.

GOVERNMENT GENERAL ORDERS.

POONA AUXILIARY HORSE.

Bombay Castle, 2nd January, 1847.-The honourable the Governor in Council is pleased to notify, that under instructions from the government of India, the present regiment of Poona auxiliary horse is to be prospectively re-organized from the 1st of January, 1847, and placed on the same footing in point of establishment and pay as the Guzerat irregular horse, thus eventually assimilating the corps to the Bengal irregular cavalry regiments, with the sole exception of the pay of its sowars, which will be rupees (25) twenty-five, instead of rupees (20) twenty, as in Bengal.

The new levy of the Poona auxiliary horse being already in receipt of the same rates of pay as the Guzerat irregular horse, is to be at once incorporated into the former corps from the date of its re-organization. The European commissioned and native commissioned and non-commissioned officers and men, at present in the receipt of superior pay, will continue to draw the same; but all appointed and enlisted on and after the 1st January, 1847, will draw the rates laid down in the annexed scale.

The men of Skinner's, and of the old levy, will continue, after promotion to higher grades, to receive the superior rate of pay now drawn by them, until by further advancement they become entitled to an equal or a greater amount. Thus, a sowar of Skinner's levy receiving forty rupees per mensem will not be entitled to any higher rate of pay, until he attains the rank of jemedar; nor will a sowar of the old levy, on rupees 30 per mensem, receive any additional pay, until he is promoted to kote duffadar.

All men now on the strength of the corps, as well as those who may hereafter be enlisted, will be entitled to all the privileges in respect to family pensions, and to pensions for service and wounds, enjoyed by the Bengal irregular cavalry. This grant cancels article 153, 4th section XLII. page 646, of Jameson's Code.

The pay of men on furlough will continue to be regulated agreeably to articles 175 and 176, section XXVI, page 360, of Jameson's Code.

The designation of the corps will be changed to that of the "Poona Irregular Horse," from the above date, and the expense of altering the cypher and badge on the regimental appointments will be borne by the State.

The stationary, matchlock, and mess allowances, are to be drawn from the 1st January, 1847.

His excellency the Commander-in-Chief will be pleased to take the necessary measures for the reduction of the corps to the establishment now sanctioned, and a proportion of the native commissioned and non-commissioned officers to complete the new establishment may be promoted from the date of its reorganization, provided the aggregate expense does not exceed that now authorized for those ranks. COURT MARTIAL.

SECOND LIEUT. HUGH REID BELL, 1ST FUur, regt.

Head Quarters, Bombay, Dec. 12th, 1846.-At a general court martial assembled at Kurrachee, on Friday, November 20th, 1846, and of which Lieut. Col. Reid, C. B., 12th N. I. was president, Second-lieut. H. R. Bell, 1st Eur. Reg. (fusiliers), wastried on the following charge, viz. :—

Second-lieut. H. R. Bell, 1st Eur. Reg., placed in arrest on the following charge:

For conduct unbecoming the character of an officer and a gentleman, in having in camp near Kurrachee, on or about the night of Oct. 31, 1846, been drunk when on duty as regimental. orderly officer. (Signed) J. P. CUMMING, Lieut. Col., Commanding 1st Fusiliers.

Camp at Kurrachee, Nov. 1, 1846.

By order of His Excellency Major-General Sir C. J. Napier, G. C. B., Commanding the troops in Scinde. (Signed) EDWARD GREEN, Major, Assist. Adjt. Gen. Upon which charge the court came to the following decision: Finding. The court having maturely weighed and considered the evidence before it, is of opinion that the prisoner, Secondlieut. H. R. Bell, 1st Eur. Reg., is guilty of the charges preferred against him.

Sentence. The court having found the prisoner guilty as above specified, does adjudge him, Second-lieut. H. R. Bell, to be cashiered.

(Signed) A. T. REID, Lieut. Col. and President. (Signed) R. M. HUGHES, Capt., Judge Advocate- Gen. Approved; but, for the reasons hereafter stated, I remit the (Sd.) THOS. MCMAHON, Lieut. Gen. and Com.-in

sentence. Chief.

Head Quarters, Bombay, Dec. 11th, 1846. Recommendation of the Court to mercy. --The court having thus performed the painful duty of awarding punishment, in strict conformity to an article of war which deprived it of all discretionary power, and taking into consideration the prisoner's youth and inexperience, and deep contrition, beg most strongly to recommend the prisoner to the merciful consideration of the con-firming authority.

(Signed) A. T. REID, Lieut. Col. and President. Remarks by the Commander-in-Chief-The charge in this case should have been drawn up in more express terms, as it is clearly proved on the trial that Second-lieut. Bell was "drunk on duty under arms," which is the offence specified in the 19th Article of War for the Company's European troops, the one evidently referred to in the recommendation of the court; the two last words of the article ought, therefore, to have been inserted, as directed in the 11th paragraph of the "orders and regulations for the guidance of courts martial," p. 2.

Besides the strong intercession of the court above promulgated, the officer commanding the regiment to which Second-lieut. Bell belongs has forwarded an earnest solicitation in his favour, stating that he feels assured that Mr. Bell's future conduct will justify the appeal, and that there is not the least cause of apprehension
