1st. The rank of retired Rear-Admiral to be given, by seniority, to such applicants from the 148. 6d. half-pay list, as may be willing to accept it, with the pay of £1 5s. per day, and the corresponding pension to their widows, under the usual restrictions.

2d. An addition of 7s. 6d. per day to be given to applicants, by seniority, from the 12s. 6d. and 10s. 6d. half pay lists, being captains of not less than 20 years standing, and 55 years of age. Officers from both lists to be permitted to assume the title of Retired Rear-Admiral at the period when they would have obtained the Flag by seniority, had they remained upon the active list. Their widows to be entitled to a pension of £110 per year; and to the pension of Rear-Admiral's widow, when the rank of Retired Rear-Admiral has been attained.

3d. The vacancies upon the £1 list to be filled up, in turn of seniority, by officers now accepting the 18s. per day; but no new admissions to the 1 58. list to be made until it is reduced below the number of 25, which it is not to exceed afterwards. The permanent retired list to be reduced to 100, by making one appointment for every two vacancies, the first 25 officers upon the list receiving £1 5s. per day, and the remaining 75 £1 per day, with

the right of assuming the rank of Retired RearAdmiral, when entitled to it by seniority.

4th. The active list of Captains not permanently to exceed 500. A proportionate reduction to be made in the 14s. 6d. and 12s. 6d. half-pay lists; the first to consist of 70 Captains, and the latter of 100.

5th. Good service pensions to be retained by Captains, until they reach the rank of Rear-Admiral, or Retired Rear-Admiral.

6th. The promotions from the Captains' list to the Admirals' list in future to be continuous, reserving always the undoubted right of the Crown to select officers for promotion in the higher as well as the lower ranks, whenever the public interest requires such an exercise of the prerogative.

7th. The Admirals' list not permanently to exceed 150 in number, and to be thus distributed :30 Admirals, or 10 of each squadron ; 45 Vice-Admirals, or 15 of each squadron; And 75 Rear-Admirals, or 25 of each squadron. 8th. This plan to come into operation on the 1st of October of the present year, and all letters relating to it to be treated as strictly confidential.

5 Sir Charles Hamilton, Mid. of Hector in Cornwallis's action with French squadron, 1780. Capt. of Dido, at sieges of Bastia, Calvi, St. Fiorenzo, and Geralata, 1794; and second in command in the expedition to the Helder, 1799. Commodore on the coast of Africa, and captured the island of Goree, 1800. Gaz 1794, 1801.

8 Sir Thomas Byam Martin, commanded Tisiphone under Lord Hood at Toulon, 1793, and Modeste at the reduction of Corsica. Capt. of Sta Margaritta, and captured Fr. frigate Tamise, 1796; and of Fisgard, and captured Fr. frigate Immortalité, 1798. Capt. of Implacable, and took part in the capture of Sewolod Russ, 74, in 1808; and actively employed on the coast of Finland. Dep. Controller of the Navy, 1815, and Controller, 1816. Gaz.

9 Sir George Cockburn, Lieut. of Victory at Toulon in 1793. Capt. of Meleager at reduction of Corsica; in Nelson's squadron co-operating with Austrian troops in Piedmont; and in Hotham's actions, March and July, 1795. Capt. of Minerva (bearing Nelson's broad pendant), at the capture of Sp. frigate Sabina, and action with Ceres; and in same frigate off Cape St. Vincent, 14 Feb. 1797. In company with Phoenix and Pomone; captured Fr. frigate Succes, and destroyed Bravoure off Leghorn in 1801. Capt. of Phaeton, at the blockade of the Isle of France, 1805, where he made many captures and frequently engaged enemy's batteries. Commanded Captain, 74, in the squadron which captured Fr. frigate President, 1806. Capt. of Pompée, and (Commodore) in command of seamen and marines landed for reduction of Martinique, 1809; and of Belleisle at capture of Flushing. Commodore at defence of Cadiz, 1810; Rear-Admiral in command of naval force employed in the Chesapeake and other rivers in North America; and in conjunction with Gen. Ross, entered Washington, and destroyed the capitol, president's palace, dock-yard, &c., &c. Conveyed Bonaparte to

11 Sir Edward Codrington, Lieut. of Queen Charlotte in Howe's action, 1 June, 1794. Capt. of Babet in Bridport's action, July, 1795; of Orion at Trafalgar; and of Blake, in Walcheren expedition. Employed at defence of Cadiz, and commanded a squadron co-operating with Sp. patriots on the coast of Catalonia. Capt. of the fleet in the Chesapeake ; and at New Orleans, 1814. Com.-in-chief of Mediterranean station; and in Oct. 1827, with combined fleet, destroyed the

13 Frederick Watkins, Senior Lieut. of Blanche at capture of Fr. frigate Pique, and Capt. Faulkner being killed was posted. Capt. of Nereide, and engaged six privateers, one of which (Vengeance, 16) was captured. In 1800 obtained possession of the island of Curaçoa, which the French were obliged to evacuate. 21 Hon. Sir J. Talbot, Senior Lieut. of Astrea Leander in 1805, and captured Ville de Milan of at capture of Fr. frigate Gloire in 1795. Capt. of 46 guns, and retook Cleopatra, her prize. Capt. of Thunderer, and attacked Turkish squadron under Point Pesquies, in the Dardanelles, 1807. 24 J. Bullen, Mid. of Isis and Lion, at attack on Mud Island, in America, in 1777, and in Byron's action in 1779. Lieut of Prince George in Sir S. Hood's action off St. Kitts; Rodney's action, 1782; and of Victory during the occupation, and at the evacuation, of Toulon. Served as a Volunteer on board the Proselyte floating battery at the siege of Bastia, which vessel was burnt under the walls of the citadel, and commanded an advanced
