PREFACE

TO THE

THIRD EDITION.

T were tedious to the reader were I to recount here

the various mischances-want of stereotyping, etc.which have kept this work out of print for more than three years, in the face of a steadily increasing public demand; but in issuing a new edition it is necessary, perhaps, that I should offer some remarks on the alterations and additions which I have deemed it expedient to make in the original

text.

The alterations are few, being limited chiefly to the titles of one or two of the chapters, my object being to enable the reader to see more clearly, and at a glance, the essential connexions of the successive chapters in a work, the subjectmatter of which is so wide and complex that the approaches to it must of necessity be more or less circuitous and involved. And accordingly, for How is Justice done?' the original title of the first chapter of the Second Part, I have substituted How is Civilization possible?'; and for 'The End of Government?' the title of the second chapter of the same Part, I have substituted The End of Civilization'; and have
