against the verdict; in which cafe it fhould be fet afide and a non-fuit entered. It also limited the time of bringing actions, for caufes that had arisen fince the 5th of November 1797, and before the paffing of the act, to three Calender months after paffing the act. By avoiding the manifest and mischievous abfurdities of the firft; this bill was received, and accordingly paffed into a law, on the last day of the feffion.

These were the acts of greatest importance, that were brought forward during the feffion of 1799. The difappointment which followed to Government, with refpect to their great and favourite measure, at the commencement of the feffion, caufed not the leaft relaxation of their attention and vigilance, as to the regulations that followed, in a feafon of uncommon difficulty

ficulty and embarraffment, for the restoration of internal tranquillity and credit. The beft confequences have followed— quiet and fecurity have been gradually returning, and that true and genuine criterion of the ftability of Government, and peace of a country, public credit, has been reftored to a degree, which the most fanguine well-wishers for the profperity of Ireland hardly looked for.

INTRODUCTION.

THE Editor of the following trial finds it neceffary to prefix a few facts to the official transcript of the minutes; for these facts he alone is responsible.

Under the authority of his Excellency the Lord Lieutenant's warrant, a Court Martial-was fummoned to affemble at Dublin Barracks on the 26th of April, to try the charges against Captain Giffard.

It was found fo difficult to collect a fufficient number to constitute a Court, that nothing was done until the 3d day of May following.
