A year must, in any case, elapse before the new Act comes into operation, and the principles of the law will in no case be affected by it, but only the constitution of the executive body. It may further be observed that whilst it abolishes the Metropolitan Board of Works, and substitutes for it a County Council for the County of London, it leaves the Vestries and District Boards, as at present constituted, untouched. Should the Bill become law during the present Session, a Supplementary Pamphlet, indicating the changes thereby effected, will be issued without delay. PREFACE. THE THE Second Edition of this work appeared in 1880, and both legislative changes and a large body of legal decisions have for some time past rendered a new Edition a work of necessity. The rateable annual value of the area subject to the jurisdiction of the Metropolitan Board of Works, which at the close of the year 1878 reached 23,960,1097., had risen in 1887 to 30,358,0007., while the population of the area has more than doubled since the Metropolitan Board came into existence in 1855. The chief legislative changes which have taken place during the past eight years have been chiefly in the direction of conferring further powers on the Metropolitan Board of Works with respect to the management of existing and the formation of new streets, and the regulation of buildings and structures in the Metropolis, and of increasing their powers to deal with unhealthy areas; to purchase sites for dwellings for the working classes, and to adapt the Labouring Classes Lodging Houses Acts for the area over which they have jurisdiction. Under the provisions of the Local Government (England and Wales) Bill, which has been introduced during the present Session by the Government, the Metropolitan Board will cease to exist, and its place will be taken by the London County Council. The Vestries and District Boards, however, are not affected by the proposed changes, and will remain as heretofore the executive bodies within their respective areas. |
