to give every prisoner free opportunity of laying before them (privately, if requested), any complaint, and impartially to decide on the same.

(3.) They shall attend without delay to any report which they may receive as to the mind or body of a prisoner being likely to be injured by the discipline or treatment to which he is subjected, and shall deal therewith as may be necessary, reporting to the Admiralty in cases of importance.

(4.) They shall frequently inspect the food provided for the prisoners, and should they find that the quality of any article does not fulfil the terms of the contract, they shall report the circumstances to the Admiralty, and the Governor shall there upon take such steps as may be immediately necessary to provide the prisoners with suitable food.

(5.) They shall also investigate any charge or complaint which the Governor may prefer against any Officer of the prison, and take such action thereon as may be advisable; and they will give the Officers facilities for bringing before them any statements or complaints which they may desire to make, dealing therewith as may be necessary.

(6.) Should any abuses in connexion with the prison come to the knowledge of any of the Visitors, they shall take care that such abuses are immediately inquired into, and reported, if necessary, to the Admiralty; and in case of urgent necessity they may suspend any Subordinate Officer of the prison until the decision of the Admiralty is made known.

(7.) They shall further take cognizance of any matters pressing necessity, and do such acts and perform such duties relation to the prison as may be required by the Admiralty. (8.) The special duties of the Visitors in connexion with the misconduct and punishment of Officers and prisoners are laid down in the Articles dealing with those subjects.

(9.) They shall meet at the prison at least once in each quarter, carefully examine the discipline books kept by the Governor, and transact such other general business as may be brought

(10.) At the first meeting in January, April, July, and October, which should be as soon as convenient after the first of the month, the Visitors shall prepare a report according to the prescribed form, which, together with the several documents therein named, is to be forwarded to the Admiralty.

(4.) He shall at each visit read the several Journals, examine the record of punishments and of the occasions on which means of restraint have been used, and inspect the Registers and other discipline books of the prison, signing his initials at the last entry in the books which he inspects.

15. In order that the visitors may see the Prison in its normal working condition, it is desirable that at the quarterly and monthly inspections, the prison routine should in no way be interfered with, either by mustering the prisoners, or in any other way calling them away from their duties.

16. A "Visitors' Minute Book" is to be kept, in which shall be recorded all visits and observations made by the Visitors, and all orders given by them, either individually or collectively; and they shall furnish such reports from time to time as they may be required to make.

17. On Foreign Stations, for purposes of punishments which can only be awarded by, or inflicted in the presence of, one or more Visitors, the Senior Officers present (exclusive of the Officer in command of the Prison) shall, according to the number required, be deemed to be Visitors.

19. 22. (4.) All Officers are to be appointed on probation, and if not found suitable, their services will be dispensed with.

(5.) During probation they are to made themselves fully acquainted with the rules of the prison, and the orders relating to their respective duties, and they will not be confirmed in their appointments unless they have done so.

(6.) The ordinary period of a Subordinate Officer's probation will be three months from the day on which he commences his duties, exclusive of any time he may be incapacitated from sickness or other cause; but such period may be extended, on the recommendation of the Governor.

(7.) An Officer may be placed at any time on a period of special probation, by order of the Admiralty, for any reason which may seem to require such a course, and should the Officer fail to improve or profit by such probation, his services shall be dispensed with.

(8.) In appointing Officers to prisons, those candidates will be preferred who, if equally eligible on other grounds, have a knowledge of a trade which can be followed in the prison; and all Officers shall consider it a part of their engagement that they are to instruct prisoners in such trade, if called upon to do so; but they are not to follow any trade or business, nor, without special permission, hold any office of a public character not connected with the prison.

23. The Pay and Allowances of the Officers and others employed in the Naval Prisons at Lewes and Bodmin, shall be as laid down by the Admiralty, and no deviation from the regulated rates of pay is to be permitted.

(2.) Warders shall be allowed one great-coat every three years; one cap, one waistcoat, one frock-coat, and two pairs of boots annually; and three pairs of trousers every two years.

(3.) Messengers shall be allowed two serge suits annually, one great-coat every three years, one cap annually (if necessary), and two pairs of boots annually.

(4.) In cases where working suits may be required in addition to the above, the authority of the Admiralty is to be obtained in each case.

(5.) If new articles of clothing are required before the expiration of the above periods, the persons requiring them shall pay for the unexpired periods, according to the scale laid down by the Admiralty.

(6.) In Naval Prisons abroad, the Officers and other persons employed in the service of the prison shall be borne on Ship's Books, and shall receive the pay and allowances of their respective ranks and ratings, unless otherwise ordered.

24. Subordinate Officers and Messengers may be allowed leave during the year, according to the following scale, at such times

25. The Medical Officer shall attend all such Officers and Sickness of Messengers of the prison, and their families, as are entitled to Officers and medical attendance under their engagement.

(2.) When any Subordinate Officer or Messenger of the prison is incapacitated by illness for the performance of his duties, the Medical Officer shall report the nature of his illness to the Governor; and shall, from time to time, inform him of the state of health of such Officer or Messenger, with reference to his inability or ability to return to duty.

(3.) Officers and Messengers, however, who live out of the Officers and prison are not prohibited from calling in any private medical Messengers practitioner, if they prefer it; but if they do so, it will be at their living outside own cost and risk, and a claim will not be allowed against the public, and in such case the Medical Officer of the prison is at liberty to withdraw his attendance.

(4.) A Subordinate Officer or Messenger is not to return to duty until the Medical Officer has reported that he is in all respects fit to perform it effectively.

(5.) If a Subordinate Officer or Messenger is absent from duty in consequence of sickness, he may be allowed pay for the following periods in the aggregate in any 12 months :

(6.) If admitted into a Naval Hospital, he shall be liable to pay the actual cost of his subsistence so long as he remains on full or half pay.

(7.) If at the end of these periods respectively the Officer or Messenger has not resumed his duty, and is not in health to perform it effectively, his place shall be supplied by another person if necessary, and the sick Officer or Messenger shall cease
